The new rules create a standalone licensing system for operators. They cover market integrity, participant protection, contract approvals, surveillance, and the use of digital assets like stablecoins.

“These regulations mark an important step towards creating a transparent, responsible, and future-ready regulatory framework for prediction markets. Gibraltar is proud to lead the world. Together, we are building a modern, trusted and innovation-friendly environment that supports economic growth.” - The Hon. Nigel Feetham KC MP, Minister for Justice, Trade and Industry

The regulations are expected to be officially published on 13 July 2026, Monday afternoon CET.

Two companies have already made progress in the jurisdiction. Wire Markets received approval in principle, and ADI PredictStreet received the first full licence. ADI PredictStreet is the Official Prediction Market Partner of the FIFA World Cup 2026™.

Travis Geiger, co-founder of WagerWire, whose platform recently received approval in principle from Gibraltar said, “This is a landmark moment for the prediction market industry. By focusing on market integrity, innovation, and responsible oversight, Gibraltar has established a thoughtful framework that gives operators the clarity they need to build for the long term. We're incredibly proud to have worked alongside HM Government of Gibraltar throughout this process and excited for what comes next.”
